What is BRITS?
Consistent with its mission to administer tax laws fairly and efficiently for the people of Arizona and its vision to set the standard for tax services, in August of 2002 the Department of Revenue awarded a contract to Accenture to assist in updating the agency’s processes and computer systems. The resulting activities to both transform business processes and provide an updated tax administration system are referred to as the BRITS Project. BRITS is an acronym for Business Reengineering & Integrated Tax System, and involves a complete reengineering and automation of the work processes for the four primary taxes the Department administers: Transaction Privilege Tax, Withholding Tax, Corporate Income Tax, and Individual Income Tax.
The BRITS project is a “benefits funded” project which means the cost of the project is paid from increases in tax revenues generated as a result of improvements to the Department. Until the cost of the Accenture contract is paid, a portion of the increased revenue is used to pay Accenture for their services and the remainder is allocated to the State of Arizona and its cities and counties. Once Accenture has been paid, the full amount of these increased revenues will be allocated to the state, cities, and counties.
What’s been accomplished?
The Department of Revenue and Accenture have worked together to successfully implement the first two tax types: Transaction Privilege Tax and Withholding Tax. In addition, the Department has implemented improved business processes, implemented data warehousing tools to improve access to data, and introduced a new taxpayer-oriented website: www.aztaxes.gov . The Department and Accenture continue to work together to implement the remaining tax types, initiate additional improvements to business processes, and employ other tools such as document imaging and Customer Relationship Management (CRM). The Department and Accenture also continue to work together to ensure that Department staff have the knowledge and skills needed to successfully administer the new systems and business processes.
