Subject: Aircraft owner

Comment: Aircraft based in Arizona shall be registered with the Division of Aeronautics annually and/or upon entry into the state. Aircraft registration applications available at aeronautics office or by phone.Subject: Aircraft dealerComment: Anyone engaged in the business of buying, selling or exchanging aircraft for compensation is required to be licensed with the Aeronautics Division and have a continuous corporate surety bond or cash deposit in the sum of $10,000. Aircraft dealer applications are available by request.

Subject: Automotive recycler

Comment: A person who is engaged in the business of buying or acquiring a motor vehicle solely for the purpose of dismantling, selling, or otherwise disposing of the parts or accessories and who dismantles six or more vehicles in a calendar year. License application, filing fees and annual fee background check and bond required.

Subject: Distributor

Comment: A person who sells or distributes new motor vehicles to new motor vehicle dealers in this state or who maintains distributor representatives in this state. License application, filing fees and annual fee required.

Subject: Importer

Comment: A person who transports or arranges for the transportation of any foreign manufactured new motor vehicle into the United States for sale in this state. License application, filing fees and annual fee required.

Subject: Manufacturer

Comment: A person who manufactures or assembles new motor vehicles or who manufactures or installs on previously assembled truck chassis special bodies or equipment which, when installed, form an integral part of the new motor vehicle and which constitutes a major manufacturing alteration, but does not include the installation of a camper on a pickup truck. License application, filing fees and annual fee required.

Subject: Motor vehicle dealer

Comment: A new motor vehicle dealer, a used motor vehicle dealer, a broker or a wholesale motor vehicle auction dealer, excluding a person who comes into possession of a motor vehicle as an incident to the person’s regular business and who sells or exchanges the motor vehicle. License application, filing fees, background check and annual fee bond required.

Subject: New motor vehicle dealer

Comment: A person who buys, sells, exchanges or offers or attempts to negotiate a sale or exchange of an interest in, or who is engaged in the business of selling, new motor vehicles or used motor vehicles taken in trade on new motor vehicles or used motor vehicles purchased for resale. License application, filing fees, background check and annual fee required.

Subject: Used motor vehicle dealer

Comment: A person, other than a new motor vehicle dealer, who buys sells, exchanges or offers or attempts to negotiate a sale or exchange of an interest in, or who is engaged in the business of selling, four or more used motor vehicles during a continuous twelve month period. Used motor vehicle dealer does not include a person who buys, sells, exchanges or offers or attempts to negotiate a sale of, or exchange an interest in, a classic car as defined in ARS § 28-2483 or an historic vehicle as defined in section ARS §28-2484. License application, filing fees, background check and annual fee bond required.

Subject: Broker

Comment: A person who for any fee, commission or other valuable consideration offers to provide, provides or represents that the person will provide a service of arranging or assisting in effecting the purchase of a motor vehicle and who is not: A new motor vehicle dealer or an employee or agent of a new motor vehicle dealer. A used motor vehicle dealer or an employee or agent of a used motor vehicle dealer. A manufacturer or employee or agent of a manufacturer. An auctioneer or engaged in the auto auction business. A wholesale motor vehicle dealer License application, filing fees and annual fee background check and bond required.

Subject: Wholesale motor vehicle dealer

Comment: A person who sells used motor vehicles only to licensed motor vehicle dealers. License application, filing fees and annual fee background check bond required.

Subject: Title service companies

Comment: A person other than a licensed vehicle dealer, who for a fee issues temporary registration plates or prepares and submits to the motor vehicle division applications for registration of, and certificates of title to, motor vehicles. License application, filing fees and annual fee, background check and bond required.

Subject: Competitive Government Partnerships

Comment: The Competitive Government Partnerships Program coordinates the expansion of the Motor Vehicle Division service by overseeing the authorization and integration of other public and private entities as motor vehicle division-type service providers called third parties. Several areas of the division are already successfully utilizing the skills and services of third parties (i.e. title and registration issuance, driver license testing and processing, vehicle inspections, Motor Carrier registrations and permits) and other areas are currently developing plans for the expansion of third party opportunities. Application, background and authorization required.

Subject: Professional driver training school or instructor

Comment: Submission of application for school, branch and instructor licenses required. School Authorization and Instructor Certification requires examination administered the second Thursday of every month. Annual fees are: school license fee of $200.00, instructor fee of $10.00 and branch fee of $50.00. Background investigation including fingerprint check required of all applicants.

Subject: Users of "use fuels" (use fuels include all gases, liquids suitable or used to propel motor vehicles, except gasoline)

Comment: International Fuel Tax Agreement (IFTA) Application for license required. Includes use class vehicles: road tractor, a truck tractor, truck or passenger carrying vehicle, a truck having a declared gross vehicle weight of more than twenty-six thousand pounds or having more than two axles.

Subject: Manufacturers, distributors, or importers of all motor vehicle and aviation fuels

Comment: Application for license and bond.

Subject: Transporter

Comment: Means every person lawfully engaged in the business of transporting or delivering vehicles not his own, and of type otherwise required to be registered, by the driveway or tow away methods, from any point of manufacture, assembly or distribution or from the owner thereof, to a dealer or sales agent of a manufacturer, or to any consignee designated by the shipper or consignor. License application, filing fees and annual fee required.

Subject: Traffic Survival School (TSS) or Instructor

Comment: Submission of application for school, branch and instructor licenses required. School Authorization and Instructor Certification requires:Passing the licensing examination - administered the second Thursday of every month,Attending an eight-hour TSS class - held quarterly, and Completing the TSS instructor workshop - held quarterly.Annual fees are: school license fee of $200.00, instructor fee of $10.00 and branch fee of $50.00. Background investigation including fingerprint check required of all applicants.

Subject: Class D/G/M Driver License Examination Contractor or Examiner

Comment: Submission of application for contractor and examiner license required, surety bond or exemption required. Examiner certification requires attendance of 16 hours specialized MVD training and testing. Background investigation including fingerprint check required of all applicants.

Subject: CDL Driver License Examination Contractor or Examiner

Comment: Submission of application for contractor and examiner license required, surety bond or exemption required. Examiner certification requires attendance of 40 hours specialized MVD training and testing. Background investigation including fingerprint check required of all applicants.
