Comment: These entities must obtain an EPA identification number from the department.

Subject: Used Oil Collection Centers

Comment: A registration must be obtained from the department in accordance with ARS § 49-802.

Subject: Solid Waste Disposal Fees

Comment: The owner/operator of a regulated solid waste landfill or a person that disposes of waste in a solid waste landfill that is not regulated by the department (such as a facility on an Indian reservation) shall make quarterly fee payments in accordance with ARS § 49-836.

Subject: Solid Waste Landfill Registration Fees

Comment: All solid waste landfills are to be registered annually with the department and pay an annual registration fee in accordance with ARS § 49-747 and AAC R18-13-2101 et seq.

Comment: Notification form must be filed within 30 days for new installations, change of ownership, or tank closure. Thirty day notification prior to tank closure. Leaks, spills, overfills or suspected releases from underground storage tank systems must be reported within 24 hours. Tank owner or operator must comply with all state and federal UST requirements, including financial responsibility.

Subject: Water Distribution Treatment System and Construction

Comment: Submit design plans for state approval. Final state approval is required to ensure that public drinking water systems in Arizona are designed and built to standards that provide safe, healthy water to customers before facilities are placed into service.

Comment: Assesses the impact of residents in new subdivisions on the area's existing drinking water delivery and wastewater collection and treatment systems. The department requires subdivision developers to submit information on sanitary facilities that will serve their future residents.

Subject: Operator Certification for Water Treatment, Water Distribution, Wastewater Treatment and Wastewater Collection Systems

Comment: Establishes guidelines to ensure that only certified operators make decisions about process control or system integrity that affects public health. The program establishes minimum standards for certification and recertification of the operators of community and non-transient non-community public water systems. The department charges no application fee for exams and renewals; however, a fee may apply when the exam is provided by a department-approved vendor.

Subject: Aquifer Protection Program (APP)

Comment: Regulates, through the issuance of an individual or general permit, new and existing facilities that dispose of pollutants to the land surface, underlying soil or groundwater. The program is designed to protect and enhance water quality and public health for Arizona citizens by minimizing the impact of water pollution to groundwater from point source discharges. General permit fees vary from $0 to $1500 for general permits; individual permits start with an initial $1000 fee and are chargeable at $61/hr.

Subject: Construction of Wastewater Collection Systems

Comment: Regulates wastewater facilities, through a construction approval program, to ensure that: 1) proposed plans and specifications for construction of new or modified sewage collection and on-site systems will protect human health; and 2) they can be constructed according to the approved plans. General permit fees vary from $400 to $1800. Certain delegated authorities may also charge fees.

Comment: Regulates the safe direct reuse of reclaimed water that recycles treated effluent for beneficial uses, thereby conserving potable water sources for human consumption and domestic uses. Fees vary from $0 to $1500 for general permits; individual permits start with an initial $1000 fee and are chargeable at $61/hr.

Subject: Drywell Registration

Comment: Drywells can only receive stormwater runoff or discharges that are exempted by A.R.S. § 49-250(23). A registration form is normally required, plus a $10 fee per drywell. In certain circumstances, an Aquifer Protection Permit is also required when the drywell is located in an area where hazardous substances, including motor fuels, are used, stored, treated or loaded.

Subject: Arizona Pollutant Discharge Elimination System (AZPDES)

Comment: Regulates all facilities that discharge pollutants from any point source into waters of the United States (navigable waters), discharges can include a variety of pathways, such as from agricultural, domestic and industrial sources.

Subject: AZPDES Stormwater Permitting

Comment: Stormwater runoff can transport pollutants to either a municipal separate storm sewer system or to a water of the United States and therefore must be permitted by the department under various general or individual AZPDES permits.

Subject: State Water Quality Certification

Comment: Regulates the excavation and the discharge of dredged and fill material into waters of the United States, including wetlands. Although the US Army Corps of Engineers issues the Section 404 permit, the State of Arizona provides certification, including permit conditions that the draft permit complies with effluent limits, the State's water quality standards and any other appropriate requirements of state law.

Subject: Biosolids/Sewage Sludge Management Program

Comment: Requires that any person applying, generating or transporting biosolids/sewage sludge in Arizona must register that activity with the department. In some cases, due to site restrictions and management practices, the department may require an AZPDES permit. Any biosolids surface disposal site requires an Aquifer Protection Permit.
